The answer is mentioned in: Deuteronomy 33
Introduction to the Blessing of Moses
33:1 This is the blessing Moses the man of God pronounced upon the Israelites before his death.
33:2 He said:The Lord came from Sinai and revealed himself to Israel from Seir. He appeared in splendor from “Mount Paran,” and came forth with ten thousand holy ones. With his right hand he gave a fiery law to them.
According to List of Biblical places, From Wikipedia, the free encyclopedia:
“Mount Paran” is defined as: It is the place where Abraham’s wife Hagar and his first son Ishmael were taken (Genesis 21) and it features in the opening lines of the Book of Deuteronomy.
So, this verse means that God came to Moses from Sinai, revealed words to Israel through Jesus from Seir ( Seir designates the area of Jerusalem where the fortress stood), and gave his last word in splendor to Mohamed From Mecca, the place where Hagar and His first son was taken. And in this mountain Mohamed received Gabriel in splendor on the first night of Quran’s revelation. These are the successive messages from Allah to the people.
The whole splendor was actually with the last message of Mohammed where the Muslims gained the victory and succeeded in installation of the First civilization which applied the Word of God. As the last verse states, God has sustained Mohamed with thousands of Holy ones (His Angels). God gave Mohamed His Fiery Law in the Quranic verses which give him the power to defeat the disbelievers. This Quran is the sustained Word from Allah up to the day of Resurrection. This was mentioned in the Qur’an in the following verses:
“Allah has made you victorious at Badr (the place of the first battle between believers headed by Mohamed and disbelievers headed by Abou-Sofian), when you were a weak little force. So, fear Allah much in order to be grateful. Remember when you (Mohammed) said to the believers (according to revelation from Allah), “Is it not enough for you that your Lord (Allah) provides you with three thousand angels; sent down for you?” “Yes, if you hold on to patience and piety, and if the enemy comes rushing at you (in jealousy), Your Lord may help you with five thousand angels (or more), having marks (of Holiness). Allah just offers that as a message for a good future and as an assurance for your hearts (for such splendor future). There is no splendor victory except from Allah., the All-mighty and the All-Wise.” ((Al-Imran: 123-125)
Similarly, the scene of millions of Muslims who go every year to Mecca or mount Paran is surely a source of splendor. They are moving around the Ka’baa worshipping Allah and asking Him for forgiveness. One feels the pure holiness in such a place, as the verse predicted.
